Mamalaka
ya Mapato Tanzania inapenda kuufahamisha umma wa Watanzania na
wafanyabiashara kwa ujumla Kuwa inasikitishwa na mgomo wa
wafanyabishara kwa kufunga maduka maeneo mbali mbali nchini.
Ifahamike
kuwa Matumizi ya mashine ya EFD ni jambo la kisheria na lilipitishwa
na bunge la Jamhuri ya Muungano wa Tanzania mwaka 2011.
Pamoja
na sheria kupitishwa, viongozi wakuu wa nchi walikwisha litolea tamko
kwa nyakati tofauti kwa kuanzia na Raisi wa Jamhuri ya Muungano wa
Tanzania Mhe. Jakaya Mrisho Kikwete katika hotuba yake ya kufunga mwezi
wa Machi 2011.

Makamu wa Raisi wa Jamhuri ya Muungano wa Tanzania Dr. Mohammed Gharib
Billal alikazia jambo hili tarehe 8 Mwezi November mwaka 2013.
Waziri
mkuu wa Jamhuri ya Muungano Wa Tanzania Mhe. Mizengo Peter Pinda
alilitolea tamko pia Mwezi Desemba 2013 wakati akiahirisha Bunge kwa
kusisitiza msimamo wa serikali kwa utekelezaji wa kisheria wa matumizi
wa mashine za EFD.
Tarehe
29 Janauri 2014, Waziri wa Fedha Mhe Saada Mkuya Salum aliweka bayana
msimamo wa Serikali kwa kusisitiza kuwa Matumizi ya mashine za EFD ni
swala la kisheria na litaendelea kutekelezwa kwa mujibu wa sheria
akisisitiza kuwa muda wa mwisho wa nyongeza kwa wafanyabishara kununua
mashine ilikuwa ni Tarehe 31 Januari 2014 baada ya kuongeza muda mara
tatu kwa nyakati tofuati.
Mamlaka
ya Mapato Tanzania (TRA) pia kwa nyakati tofauti na maeneo tofuati
imelitolea tamko jambo hili na itaendelea kufanya hivyo.
Kwa masuala ya kiutendaji yaliyolalamikiwa yamefanyiwa kazi na yanaendelea kufanyiwa kazi ikiwemo utoaji wa Elimu kwa umma.
Mamlaka
ya Mapato Tanzania inapenda kuwafahamisha wafanyabiashara na umma kwa
ujumla kuwa watu wanaolazimisha wafanyabishara wenzao kufunga maduka kwa
kuwatishia na kuwashurutisha wanavunja sheria kwa kusababisha uvunjifu
wa amani nchini na hivyo mkono wa sheria utawafikia. Pia imefahamika
kuwa baadhi ya watu wanaoshurutishwa kufunga biashara sio walengwa bali
hutumika kuhalalisha azma ya wale wenye nia mbaya
TRA
imekuwa ikipokea taarifa na maombi kutoka kwa baadhi ya wafanyabishara
na wananchi wema wakiomba ulinzi ili wafungue maduka yao na kufanya
biashara maana ndio ajira yao na mahali pakujipatia riziki ya kila siku.
Ifahamike
kwamba wale wote wanaoshinikiza na kulazimisha wenzao kugoma wanavunja
sheria kwa kuwalazimishwa wafanyabiashara kugomea agizo halali la
kisheria hivyo kwa wale wote wanaotishiwa au kushurutiswa watoe taarifa

Tanzania
Revenue Authority would like to inform the general public that the
ongoing shop closures is uncalled for and is highly regretted.
Let it be known that the issue of EFDs was passed by the Parliament of the United Republic of Tanzania in 2010.
This
was followed by the official position of the President of the United
Republic of Tanzania in his end of month Speech in March 2011 just
before the commencement of phase 1 for VAT registered traders.
The Vice President of the United Republic of Tanzania Dr. Mohammed Gharib Bilal further reaffirmed this Position on 8th November 2013.
The
Prime Minister Hon. Mizengo Peter Pinda also wound the Parliamentary
Session in December 2013 by cementing the government’s position on the
EFDs.
On 29th of
January 2014, The Minister of Finance Hon Saada Mkuya Salum, further
gave a statement during the press conference on the government’s
position giving assurance on the determination to enforce the
requirements of law. This was one among the many interventions the
Ministry has stated the position to the business community and the
General Public.
Tanzania
Revenue Authority has done the same ever since phase 1 started in 2011
and has continued doing so throughout the second phase awareness until
the beginning of the implementation.
Where operational issues arose they have been resolved and will continue to be resolved to the satisfaction of all parties.
TRA
would therefore like to inform the business community that those
forcing or persuading others to close shops should refrain from doing so
as they are breaking the law by creating chaos unnecessarily. We have
also regrettably noted that some of the businesses being forced or
persuaded to close are not part of phase 2 implementation of EFD while
those who decide to close on their own should do so on their own will
and not otherwise. We are also receiving calls and requests for
protection from those who do not wish to close shop but only do so
because they are being threatened and intimidated.
Let
it be known that those who are masterminding this unlawful move will be
dealt with by the relevant arms of law while those who are being
